SSTI Executive Committee member and former PennDOT Secretary Al Biehler spoke as a panelist on a webinar offered by FHWA Context Sensitive Solutions: Livability and Level of Service: Making the Connection.
The webinar discussed the origin, evolution, and application of LOS and the need for practitioners to choose LOS goals that consider all road users, supports livable communities, and help achieve Context Sensitive Solutions. The roundtable format featured brief presentations followed by a panel discussion with significant time devoted to audience questions. The webinar highlighted two State Departments of Transportation programs that are balancing livability and achieving LOS and the North American Sustainable Transportation Council STARS Program which helps planners, communities and decision-makers evaluate the impacts of transportation plans and projects, identify innovative strategies, and improve decision-making.
