Transcending Oil, released in April 2018, describes Hawaii’s path toward meeting its ambitious clean energy goals by 2045. The report was commissioned by Elemental Excelerator and prepared independently by Rhodium Group and Smart Growth America. It focuses mainly on transitioning the electrical grid to renewable energy while moving large numbers of vehicles to electric power but also points to the importance of managing overall travel demand through transportation policies and investments. This technical guide describes the methods and findings behind Transcending Oil’s travel demand forecasts, developed by SSTI and Smart Growth America.

Modernizing Mitigation: A Demand-Centered Approach (SSTI, September 2018)
This report proposes a new approach to assessing and responding to land use-driven transportation impacts, called “modern mitigation.” Instead of relying on auto capacity improvements as a first resort, this approach builds on practice around transportation demand management (TDM) to make traffic reduction the priority. Based on programs dating to the 1990s in several cities, a modern mitigation program requires certain new land uses to achieve TDM credits.
SSTI CEO Community of Practice meets in Boston
CEOs and other senior officials from 16 state DOTs, as well as the Massachusetts Commission on the Future of Transportation, gathered in late July for SSTI’s annual Community of Practice meeting. While the conversation was free-flowing without any formal motions or votes, and so is not readily summarized, readers may enjoy seeing the briefing materials that formed the basis for the discussion.
New multimodal trip data on the horizon
StreetLight Data, which provides trip-making data compiled from cellphones and mobile devices, recently announced a new multimodal data initiative called “M2.” The company has offered data from personal and commercial vehicles for several years. SSTI used these data for a study of travel demand management opportunities in Northern Virginia. By incorporating additional data from location-based services, the company can now identify trips made by walking, biking, transit, and potentially other modes.
Is traffic congestion a good thing?
Transportation planners and engineers often think of traffic congestion as a problem that must be alleviated by building new roadways and widening existing ones. However, a new study goes against conventional thought to suggest that traffic congestion may actually be a sign of success for regions.
Connecting Sacramento
Connecting Sacramento is the first study to incorporate both accessibility analysis and tripmaking data, including data from multiple sources, and assess how they can be used together to guide transportation- and land use-related decisions. This study focused specifically on opportunities to improve first- and last-mile connections to light rail transit in Sacramento, but its findings are widely applicable.
Trip-making data, TDM, and connectivity in Northern Virginia (SSTI and Michael Baker International, 2016)
Commercially available GPS data offers valuable new insight about trip origins, destinations, and routes, including short trips that travel demand models often cannot capture. Using this data, SSTI worked with Michael Baker International, the Virginia DOT, and local stakeholders to identify opportunities for managing travel demand and improving connectivity throughout Northern Virginia. This final report describes the full data set and 17 selected case studies, along with recommended projects and policies, estimated costs, and benefits for each.
The Innovative DOT: A Handbook of Policy and Practice (SSTI & SGA, 2012)
State officials across the country are facing the same challenges. Revenues are falling and budgets are shrinking while transportation demands grow. Most state Departments of Transportation (DOTs) have ambitious goals: improve safety, reduce congestion, enhance economic opportunity, improve reliability, preserve system assets, accelerate project delivery, and help to create healthier, more livable neighborhoods, just to name a few.
The handbook provides 31 recommendations transportation officials can use as they position their agencies for success in the new economy. The handbook documents many of the innovative approaches state leaders are using to make systems more efficient, government more effective and constituents better satisfied.
Land Use and Transportation Scenario Analysis and Microsimulation (LUTSAM) Tool (SSTI and DelDOT, 2012)
With SSTI assistance, Delaware DOT has developed its four-step demand model for scenario planning, using off-the-shelf GIS and simulation software. The tool, called Land Use and Transportation Scenario Analysis and Microsimulation (LUTSAM), enables DelDOT to quickly model and display development scenarios, providing communities and developers with analysis on traffic, congestion, emissions and other outcomes. LUTSAM will dramatically demonstrate, in real-world cases, the cost and environmental advantages of well-connected, compact and mixed use development. It is currently being used in a variety of settings around the state. Because it is built around standard software, it is adaptable for other states, MPOs and cities seeking to improve their land use and transportation planning.
Reducing Costs in Kansas through Transportation Efficient School Siting (SSTI, 2012)
This report was produced by SSTI at the request of the Kansas Department of Transportation in order to better understand the implications of school site selection, particularly transportation-related costs, and how to improve the site selection process in Kansas. It provides a series of recommendations for improving the school site selection process in Kansas with a focus on increasing understanding and coordination between school districts and other levels of government that may be impacted by their decisions.
