Equity is a commonly raised public acceptance concern regarding MBUFs. The research finds that a flat-rate MBUF would be no more or less regressive than fuel taxes, now or in the future. The findings are significant because they suggest that equity considerations based on ability to pay will not be a significant reason to oppose or support the adoption of MBUFs. Further, it is possible to structure an MBUF that provides incentives for fuel efficiency while maintaining other favorable qualities of MBUFs such as their economic efficiency and fiscal sustainability.

The Innovative DOT: A Handbook of Policy and Practice (SSTI & SGA, 2012)

Financing Transit Systems Through Value Capture: An Annotated Bibliography (Victoria Transportation Policy Institute, 2012)

This paper summarizes the findings of more than 100 studies concerning the impacts transit service has on nearby property values, and the feasibility of capturing a portion of the incremental value to finance transit improvements. The results indicate that proximity to transit often increases property values enough to offset some or all of transit system capital costs.

On the Move State Strategies for 21st Century Transportation Solutions (National Conference of State Legislatures, 2012)

This report explores a wide array of innovative surface transportation reform laws, policies and programs that policymakers are considering or pursuing to take the nation’s transportation system well into the 21st century. Particular focus is placed on policies that promote fiscal and environmental sustainability; facilitate affordable, safe and accessible transportation choices; and achieve shared benefits such as improved public health and economic development.

Building Public Support to Fund Preservation Work (Spitfire Strategies, 2012)

The Iowa Department of Transportation asked SSTI for assistance building public support for a gas tax increase to fund critical repair and maintenance work. SSTI contracted with Spitfire Strategies, a strategic communications firm that works exclusively with nonprofits and foundations, to help Iowa craft effective messaging that would resonate with policymakers and key stakeholders. Based on SSTI and Spitfire’s work in Iowa and recent polling, this paper outlines how transportation professionals can gain support for a “fix-it-first” approach to transportation policy. It highlights messages and tactics that have effectively garnered voter and policymaker support and presents lessons learned from the Iowa Department of Transportation.
