Webinar on Tolling for Revenue and Congestion Management

August 30, 2011

This SSTI webinar was held on August 30. A video of the presentation is available here.

An increasing number of states are considering toll roads as a way to manage congestion and provide revenue for keeping roads in good condition. The U.S. Department of Transportation has several programs for tolling of interstates, managed by the FHWA Office of Innovative Program Delivery, whose website describes the strategy:

“Increasingly, Americans recognize that gas taxes do not provide adequate funds for the large capital and maintenance needs of the highway network. Tolling refers to charging drivers a fee for use of a highway, and using those fees collected to build, maintain, and improve the highway. ‘Pricing’ refers to varying toll levels by time of day or traffic volume in order to manage congestion.”

SSTI’s webinar was focused on tolling with a discussion of lessons learned from pilot programs and other experience. Our two presenters were:

  • Jack Wells, Chief Economist, USDOT
  • Michael Lewis, Director, RI DOT

The webinar was be moderated by:

  • Al Biehler, Former Secretary, PennDOT
